Certificate IV Bookkeeping Providers
Overview
The registration requirements to be a BAS Agent under the Tax Agent Services Act 2009 are based on three criteria. Firstly, the applicant must be a “fit and proper person”. Secondly, the applicant must satisfy an educational criterion centred on the attainment of a Certificate IV Financial Services (Accounting) or Certificate IV Financial Services (Bookkeeping). Thirdly, the applicant must meet an experience criterion which requires either 1000 or 1400 hours of specified experience in the past three years.
The Certificate IV Financial Services (Bookkeeping) will thus be a qualification sought by many bookkeepers wishing to provide BAS Services, except those that already hold a Certificate IV Financial Services (Accounting) or a superior qualification ultimately deemed acceptable by the Board.
By when do you need to have attained a Certificate IV Bookkeeping?
If you do not provide, or plan to provide, BAS Services, then there is no requirement for you to register as a BAS Agent and therefore hold a Certificate IV Bookkeeping. However, quite aside from the role that the Certificate IV Bookkeeping plays in the BAS Agent laws, some bookkeepers are also viewing attainment of the qualification as an end in itself and something which will provide formal recognition of their skills.

* If you are not currently a registered BAS Agent, you can not provide BAS services until you have attained registration. The legislation imposes a range of civil penalties ranging from $5,500 to $137,500 (per offence) for illegally providing, representing that you provide, or advertising that you provide, BAS services.
** Where an entity notifies the Board under Section 5 of the Transitional Act and subsequently applies to register as a BAS agent under Section 14 of the Transitional Act, the Board can determine a period of registration in relation to the application of at least 12 months, rather than at least three years. The intention is that BAS agents do not remain registered for five years without satisfying the registration requirements concerning proper qualifications (see Schedule 2, Part 3, section 14(2)). Further clarification may be provided by the Tax Practitioners Board in due course.
Where Can You Attain a Certificate IV Bookkeeping ?

GROUP314
Group 314 has developed a nationally accredited program meeting the requirements of FNS40207 Certificate IV in Financial Services (Bookkeeping) especially for members of ABN. The program has been specially created by industry experts to draw upon the existing skills and knowledge of participants.
Learning and assessment may be provided through a variety of means such as personal coaching, mentoring and webinars. Recognition of Prior Learning (RPL) is also available for those who are can demonstrate the appropriate levels competency. Guidance and support is provided for the collection of evidence.
Upon successful completion of the program, you will receive a nationally recognised qualification which meets the minimum education requirements necessary to register as a BAS Agent under the Tax Agents Services Act 2009.
Those undertaking FNS40207 Certificate IV in Financial Services (Bookkeeping) also have the opportunity to enrol in BSB40807 Certificate IV in Frontline Management. Advanced standing will be provided to reduce the time and cost involved in achieving the additional qualification.
